WHO IS UEVP FOR? ?
THE PROJECT not only targets INGOs and their volunteers, but also all citizens, including those from new countries entering from the East, in particular teenagers and all the associative movements not yet necessarily aware of their main role in the construction of Europe, by allowing the expression of their opinions, as well as their proposals and providing answers to the questions posed to them by the European identity.
THE STEPS TO BUILDING A UEVP

Until then, voluntary action in Europe was dealt with internally in associations or federations but was not a subject of public order.. AVE based on the example of the founders of the International Association for Volunteer Effort in the USA, was a pioneer in this field in Europe. This is how in 1979 the then European Community, asked him to participate in the organization of a first meeting in Brussels on Volunteering.
The creation of the VU in 1991 was a logical continuation for the AVE because it could ensure a good level of information , training and reflection for volunteers , and through the work provided give policy makers a reliable message on the role of volunteering in society.

The results of the feasibility work of this "test group" of the first phase, will make it possible to refine the official conditions of existence of the European Permanent University of Volunteering. This second phase will call for the canvassing and meeting of a sufficient number of partners for the formulation of the conditions for the success of the establishment of this University..
The number of members and future participants in the permanent operation of this University, no longer limited by other fees, than travel and residence, solely responsible (the other participants remaining at a distance in their own Nations, being however interactive with the university without walls, through the use of video image systems via the Internet – Web – TV – Video-Conferences, thus making it possible to touch at very low cost, thousands of partners). This, while greatly limiting the costs of the operation, will considerably increase the number of participating volunteers and thus “integrate” as many countries of the Council of Europe as possible…

Finally in a third time : the “snowball” effect of the information disseminated in each country by the partners : “volunteers and associative animators”, using this video system, will have a major multiplier effect, because not limiting (~ 30 at 50 000 persons/year at least could thus participate in the VU). The necessary budget, indicated above covers the various steps described above, including for the durability test of the permanent VU.
